Duties
Serves as Agency's program manager and NIST expert advisor on labor relations matters. Provides expert policy development, compliance, and advisory services; articulately and persuasively defends Agency's position; addresses complex, novel, and/or unique labor issues. Serves as key management official in the administration of multiple union contracts and is lead negotiator in contract negotiations. Collaborates with Office of General Counsel on unfair labor practice claims, arbitrations, etc. Addresses labor relations issues, including grievances, impact and implementation matters, notifications, bargaining unit determinations. Evaluates program effectiveness, including establishing assessment criteria and analysis to improve program efficiencies. Provides outreach, and education to workforce. Represents NIST at meetings and interactions with bureaus on Department-wide initiatives and activities. Independently performs wide range of operational employee relations activities and assignments, i.e., providing expert advisory services, training and outreach, work products in the areas of disciplinary/adverse actions, performance related and based actions, grievances, administrative inquiries, addressing workplace violence incidents, and related tangential HR issues, i.e., leave, reasonable accommodations, suitability, medical issues, etc.

Qualifications
To qualify, applicants must have one year of specialized experience equivalent to at least the GS-13 level (or ZA-III at NIST). Specialized experience is defined as experience providing guidance on labor relations; evaluating the impact of changes on labor bargaining unit employees and/or negotiated agreements; performing labor relations negotiation and/or contract administration; and developing policy and/or operating guidance for a Labor Management Relations program. Experience providing operational employee relations activities to include advising on employee relations matters (e.g., performance-based actions, disciplinary/adverse actions, grievances, administrative investigations), development of work products, and training/outreach.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
