As Rail Estimating Lead, you steer the rail estimating function within the PMCM Rail group, delivering cost estimates and guiding the estimating team. You’ll oversee cost planning, procurement and cost assurance across diverse rail and infrastructure projects, collaborating with client teams and multidisciplinary groups. The role blends technical leadership with digital innovation to evolve our cost management services. You’ll work across offices, client sites and projects to shape value, risk, and commercial outcomes for high-impact schemes.

Responsibilities

Lead the rail estimating function and develop the estimating team
Deliver robust cost estimates for varied rail and infrastructure projects
Oversee cost planning, procurement and cost assurance activities
Collaborate with client teams, internal design groups and external partners
Develop and promote a digital, scalable estimating service offering
Engage in measurement and costing standards (RMM1, MMHW, CESMM4)
Support NEC and other contract forms knowledge in projects
Contribute to cross-functional project controls and commercial management across programmes
Promote best practices and continuous improvement within the team
Represent the function in client-facing discussions and proposals

Key requirements

Rail estimating experience and knowledge of RMM1, MMHW and CESMM4
Relevant educational background
Strong technical writing, client-facing and communication skills
Experience with estimating/cost and commercial competencies aligned with professional institutions
Estimating software experience with CostX and CANDY
Bottom-up estimating from first principles
Ability to lead digital service development in estimating
Working knowledge of NEC Contracts or similar contract forms
Experience in Rail Systems/Engineering Estimating or Commercial Management in consulting, contracting or client organisations
Demonstrated cost and commercial management experience in rail or civil/highway projects
