Experteer Overview
As Head of Payroll and Pensions, you will lead Lewisham Council’s payroll and pensions services, shaping strategy and delivery for a large annual payroll and significant LGPS assets. You will sit on the Finance Leadership team, driving a high-performing, customer-focused service and guiding stakeholders on regulatory changes. You will be the council’s principal expert on payroll and pension matters, ensuring compliance and impactful service improvements. This role offers strategic influence, transformation, and the chance to shape how payroll and pensions support the Council’s mission.

Responsibilities
- Provide strategic direction and leadership for payroll and pensions services
- Develop and manage an efficient, responsive administration function
- Advise senior management on payroll and pension-related issues and regulatory changes
- Ensure compliance with complex LGPS regulations and data protection requirements
- Lead service improvements through restructuring, culture, and capability development
- Act as subject matter expert on pensions legislation (LGPS Regulations, Pensions Acts, DPA 2018)
- Foster a high-performing, customer-focused team and manage stakeholder relationships
- Support succession planning and learning & development across the service
Key requirements
- Extensive knowledge of the complex regulatory environment governing payroll and pensions
- Strong leadership experience and the ability to influence Members and senior managers
- Experience with pension administration and LGPS framework
- Ability to interpret national imperatives and legislation developments and translate into service delivery
- Professional, confident, resilient, and outward-facing with good stakeholder engagement skills
