As Attorney Advisor for OCC/IS, you support cutting-edge export control enforcement and related matters. You will represent BIS in enforcement contexts, advise on rules and policy, and collaborate with U.S. Attorneys and DOJ on prosecutions. You will provide legal guidance to federal agents and assist in challenges to BIS programs in court. The role also covers enforcement initiatives and potential duties across various BIS and national security matters. This position offers impact in shaping enforcement policy and ensuring compliance with export control laws.

Responsibilities

Represent BIS in administrative enforcement cases before Administrative Law Judges
Draft and review enforcement-related BIS rules and policies
Develop enforcement program initiatives
Assist U.S. Attorneys and DOJ in criminal prosecutions of export control cases
Provide legal advice to BIS special agents on enforcement activities (detentions, searches, seizures, forfeitures)
Support DOJ in defending BIS programs and enforcement actions in federal court
Investigate and pursue administrative enforcement actions under the Anti-Boycott Act of 2018
Provide legal counsel on Export Control Reform Act and EAR implementations (potentially)
Advise on export licenses, advisory opinions, and national security-related trade issues
Coordinate with other agencies on legal matters including CFIUS and ICTS reviews
Perform independent legal research and develop legal recommendations as assignments vary by grade
Possible additional duties as assigned

Key requirements

J.D. from an accredited law school and active bar membership in a U.S. state, DC, Puerto Rico, or U.S. Virgin Islands
Specialized experience appropriate to the grade level (GS-11 to GS-15) with preference for enforcement and export-control matters
Ability to conduct legal research and write persuasively; strong oral communication skills
Experience or suitability for working in a high-stakes, interagency environment with tight deadlines

clear and persuasive writing oral communication interagency collaboration knowledge of Export Administration Regulations (EAR) and Export Control Reform Act familiarity with ICTS supply chain considerations experience with regulatory enforcement processes and federal litigation
