As Division Manager, Licensing, you lead a team responsible for issuing licenses and administering specialized taxes within the County’s Department of Revenue. This role interfaces with cross-functional teams to improve license issuance and tax collections, driving quality and efficiency in service delivery. You will also draft legislation to enhance licensing operations and oversee strategic program improvements that align with public service goals.

Responsibilities

Oversee issuance of licenses for businesses and individuals
Administer collection of specialized taxes (hotel/motel taxes, utilities gross receipts, false alarm charges)
Develop, interpret, and implement processes/regulations for tax code compliance
Draft legislation to improve license operations and tax collections
Develop and manage the division budget to meet budgetary guidelines
Perform other duties as assigned

Key requirements

Equivalent to a Bachelor’s Degree
Six years of professional work experience in tax collection
Preference for Master’s Degree
Public sector experience (preferred)
Policy development and regulatory interpretation (preferred)
Project management and technology implementation (preferred)
Strong public communication (preferred)
