Experteer Overview
In this Senior role you will lead major source permitting and regulatory strategy for complex air quality projects, leveraging advanced dispersion modeling to inform pathways and agency engagement. You will serve as a subject-matter expert and interface with regulators, shaping project approaches and compliance risk management. This position supports the growth of SLR’s Air Quality capabilities and national/regional expansion. You will work with cross-functional teams to deliver defensible, regulator-ready analyses that drive project momentum.

Responsibilities
- Lead air permitting strategy and execution for major projects (PSD, Nonattainment NSR, Title V, state permits)
- Develop and implement permitting roadmaps including applicability analyses and control technology evaluations
- Prepare air permit applications, modeling protocols, and technical documentation
- Act as primary technical liaison with regulatory agencies and respond to technical comments
- Interpret evolving regulatory guidance and advise on compliance risk and schedules
- Support public notice and hearings with expert modeling communication
- Direct dispersion modeling analyses using AERMOD and related tools
- Oversee emissions inventory, meteorological data processing, receptor design, terrain evaluation, and cumulative impact assessments
- Provide senior-level technical review of modeling analyses and permitting deliverables
- Ensure modeling approaches align with EPA/state guidance and are defendable during review
- Identify and pursue permitting and regulatory consulting opportunities
- Lead or support proposal development for complex air permitting
- Strengthen client relationships through regulatory advisory services
- Contribute to expansion of regional and national air permitting capabilities
Key requirements
- 10+ years of experience in air quality consulting with regulatory permitting focus
- Demonstrated leadership on PSD, NSR, Title V, or state permitting efforts
- Deep expertise with regulatory dispersion models (e.g., AERMOD) and related guidance
- Experience serving as technical lead during agency reviews
- Project management and mentorship experience
