In this role you will lead Metra’s Capital Delivery Construction, supervising a team responsible for large-scale bridge, track, station, parking and yard facilities construction. You will guide project planning, budgeting, scheduling, and contractor coordination, while ensuring compliance with codes, safety standards, and regulatory requirements. You will act as a subject-matter expert to drive engineering and construction best practices across a multi-disciplinary environment. This is a chance to shape critical rail infrastructure and support safe, reliable service across the six-county region.

Responsibilities

  • Supervise staff across all stages of capital construction projects from pre-construction to closeout
  • Provide expert guidance and prepare management reports on project status
  • Develop and assess contract modifications, change orders, and cost estimates; manage budgets and cash flow
  • Draft and manage RFPs or statements of qualifications; oversee contracting process and requisitions
  • Ensure regulatory compliance with building codes, zoning, NEPA, safety standards, and guidelines
  • Coordinate permitting and regulatory clearances; oversee quality benchmarks and site inspections
  • Advise the department on engineering and construction best practices
  • Manage staffing decisions, performance evaluations, and employment actions
  • Maintain safety objectives and program compliance for the organization
  • Travel to ongoing construction sites; participate in FATs or seminars as needed
  • Perform other related duties to meet organizational needs

Key requirements

  • Bachelor's degree in engineering, construction, construction management, or related field; or combination of education and experience equaling four years in engineering/construction/management
  • Ten years of engineering or construction experience with project management
  • Five years of direct supervisory experience with day-to-day staff management
  • Comprehensive knowledge of engineering construction principles and railroad structures
  • Strong budgeting, scheduling, and management capabilities; ability to manage multiple complex projects
  • Knowledge of federal, state, and local laws, codes, and regulations
  • Strong analytical, problem-solving, and communication skills
  • Proficiency in Microsoft Word and Excel (intermediate)
  • Ability to travel within and outside Metra's region and work flexible hours
  • Valid driver's license
