In this role you serve as the compliance, technical assistance, and accountability function within the Oakland Police Department. You will regularly brief the Mayor and City Administrator on OPD operations, policies, and procedures and partner with a wide range of stakeholders to build public trust through hands-on technical support in areas like recruitment, contracts, audits, risk management, and operations. You drive constitutional policing adherence and accountability under NSA guidance, acting with initiative to resolve policy and operational issues.

Responsibilities
- Serve as compliance, technical assistance and accountability function embedded within OPD
- Provide updates to the Mayor and City Administrator on OPD operations, policies and procedures
- Partner with internal and external stakeholders to build public trust in OPD
- Deliver hands-on technical assistance in recruitment, contracts, internal audits, risk management and police operations
- Ensure compliance with constitutional policing principles
- Operate with initiative and independent judgment to review and resolve operational problems and policy matters
- Foster and maintain relationships with City departments, regional/state partners, community organizations and public/private agencies
- Follow guidance from the NSA and national best practices
Key requirements
- Five (5) years of professional experience in a legal or administrative setting with substantial responsibility for investigations, audits, policy analysis, and/or law enforcement oversight
- Bachelor's degree required; advanced degree desirable
- Valid California Driver's License; ability to operate automotive vehicles for duties
- Certification from the National Association of Civilian Oversight of Law Enforcement as Certified Practitioner of Oversight desirable
- Senior-level executive management experience is highly desirable
