As KCIT’s Chief Financial Officer, you will steer strategic financial leadership across multi-fund budgets, contracts, payroll, and IT asset management to enable digital transformation for King County. You will partner with the CIO to shape funding, rate-setting, and financial policy in a GAAP/GASB framework, ensuring accurate reporting and strong internal controls. This role combines public-sector accounting expertise with executive collaboration to drive efficiency and financial stewardship. You will lead a high-impact team supporting county-wide IT services and governance.

Responsibilities

Oversee multi-fund operating and capital budgets and funding adjustments
Develop and implement budgeting policies in line with enterprise-wide policies
Advise the CIO on financial and budget strategy and funding decisions
Lead rate-setting processes for internal service funds and evaluate rate proposals
Analyze financing plans to meet business needs and optimize efficiency
Ensure clear financial reporting and internal controls; manage payroll and IT Finance functions
Coordinate external audits and liaison with Executive Office Budget Team and County Council staff
Oversee IT Contracts and IT Asset management functions
Mentor and lead cross-functional budgeting and financial staff

Key requirements

Bachelor's degree with significant accounting coursework and eight years of progressive experience in budgeting, accounting, and financial analysis
Demonstrated leadership in financial management within large, complex organizations
Advanced knowledge of GAAP and GASB standards
Strong knowledge of government fund accounting and budgeting techniques
Experience with contract/procurement processes, auditing, and financial analysis
Experience in developing rate-setting methodologies for internal service funds and cost modeling
Knowledge of financial forecasting and strategic planning
Experience with external audits and financial reporting
