In this role, you act as the CFO and strategic financial advisor for DSS, HRA, and DHS, guiding multi-billion-dollar budgets and performance programs. You will oversee the Finance Office, Research & Policy Innovation, and Performance Management, shaping financial plans and performance metrics. The role requires close collaboration with senior leaders, linking policy with operational programs and budgets. You will drive financial interpretation of regulations, advocate with the Budget Office, and represent the agencies to legislators. Responsibilities

Provide executive oversight and management of the agencies' multi-billion-dollar budget
Formulate financial management goals and priorities and advise on budget matters; advocate with the Office of Management and Budget (OMB)
Oversee research and performance management programs and set goals/priorities
Manage planning, coordination, and daily operations across divisions in the Chief's portfolio
Interpret policies and regulations for staff and translate into operational programs; oversee policy changes with General Counsel
Collaborate with Chief People Officer on personnel budgets and headcount management with the OMB
Maintain liaison with executive stakeholders and external agencies/vendors; allocate inter-agency resources
Support audits, inquiries, and corrective action plans with the Chief Accountability Officer
Develop program budgets and allocate resources
Represent DSS-HRA-DHS before City Council, state/federal authorities

Key requirements

Master's degree in a relevant field with two years of related experience, including budget or financial administration or program evaluation; 18 months of executive/managerial supervisory experience
Or a Bachelor's degree with four years of related experience including 18 months in executive/managerial role
Experience working with large public or private budgets and fiscal management
