Senior Specialist / Project Manager

In this role you support planning, design, and delivery of public infrastructure to serve the Novato community. You will work within the Public Works team to manage capital improvement projects, coordinate with agencies and consultants, and review private development plans. The position blends field work, project management, and community engagement to enhance safety, functionality, and sustainability of streets, drainage systems, and related assets. You’ll present projects to decision-making bodies and contribute to mission-driven public service.

Compensation / Benefits

9/80 work schedule, every other Friday off

Responsibilities

Prepare plans and specifications for design, construction, and maintenance of public works facilities and projects; estimate costs and ensure conformance to City standards
Review private development plans for subdivisions, commercial and residential projects; develop project conditions
Act as project manager for assessments and related staff reports; coordinate with Planning Commission and City Council
Coordinate with other City departments, outside agencies, consultants, and the public; respond to inquiries
Prepare bid documents and oversee outside consultants; monitor contracts and field inspections
Prepare engineering studies/reports and assist with grants and funding applications
Represent the department at public meetings; provide technical support and presentations

Key requirements

Two years of progressive responsible engineering experience (similar to Assistant Engineer)
Bachelor’s degree in engineering or related field
Current California driver's license (and ability to obtain insurance)
Registration as a Professional Engineer in California highly desirable
